Per Plugshare there are already CCS in six European countries, Germany, the Netherlands, Denmark, Norway, Finland and Greece, so I'm not sure what the map colors represent.

Look at that review though:

"Note: once you plug in your Spark, Make sure the Orange charge light on the dash comes on. If not pull back gently on the connector, it should light up. it took me two tries, but it worked great!!"

Reminds me a lot of the people on the i3 forum complaining about how the cable pulling down on the plug would cause it to not make a proper connection. I'm seeing some real issues with that standard.
 
There's a couple of new ones in Bay Area as well, one in Mountain View, and another in Benicia, plus a few more in the Portland area on the way. Teething troubles re connection/communication continue.
