AFAIK, there are no changes being considered for the 2021 tax year.
As such, there is no 'point of sale' rebate for the federal tax credit. If your tax liability for 2021 is $7500 or more you can claim the $7500 credit for 2021. If your tax liability is $15000 or more for 2021 and you buy 2 EVs you can claim $15000 ($7500 for each EV). If your tax liability is less than this you can only claim that amount (eg you buy 1 EV, own $6000 for fed taxes in 2021, you can claim $6000). All of this occurs when you file your 2021 taxes in 2022, not before.
What will happen in 2022 is anyone's guess at this point.
