No, you cannot apply until you have a VIN.. Once you have a Vin in your Name you can apply. Thats how it works here.
Incorrect. You must supply a purchase or lease agreement dated on or before the date you apply within 10 days of applying online, otherwise you will be rejected.

According to Nissan once you accept the RAQ you own it.. IF you decide to back out of course they will take it back and give to next in line.. But the Car is currently Made for you. Special order with your name etc. THUS the car is yours once you have the VIN. So smart Dealers provide the Rebate program with the VIN when you come sign up for your RAQ price etc and Get your LEASE or Purchase contract going... Again once you Special order the Car its your car.. But its really of no issue now as it sounds like the funding has dried up.. And that is a very good thing.. IF they meet the Quota then perhaps the EV car craze will catch on..

That would be fraud. Which dealers did you say were doing that?

The application process is simple:

1) On the day of ownership (day you physically get the vehicle) go to http://www.energycenter.org/cvrp" onclick="window.open(this.href);return false;. Go to eligible vehicles and select the LEAF.
2) Fill out the application
3) Email will be sent to you confirming rebate amount along with instructions on additional information
4) Send in additional information within 14 calendar days.
The additional information includes a copy of the signed contract, and if you sign that before you get the car you are an idiot.

Incidentally, thew, the funding has not "dried up". You are posting on the obsolete $5K thread. Go look at the current $2.5K thread.

Does not matter what Nissan says. Nissan is not writing the checks. And the funding has not dried up. Only last year's allocation has been distributed.
