Somehow these are Japanese-Spec units. If you look on Ebay there is a lot of Japanese parts! Someone must be buying them in Japan and shipping them here!

Yes, it's a fixed-price sale, and not a real auction. I've done quite a few of those on eBay in a former life. As a seller you can specify dollar amounts for automatic acceptance, rejection or manual review.
