Yep. For those who are blessed w/cheap electricity (say below 13 cents/kwh, on average), try plugging in your monthly electric use into http://www.pge.com/en/myhome/myaccount/charges/index.page" onclick="window.open(this.href);return false; w/a 95136 zip code and no for CARE (only for qualifying low income people). For those in cheap areas, I'd be curious to hear of a typical monthly electric bill usage and cost along w/what it'd be in PG&E w/the above zip. If you ran the numbers, you'd probably understand our ire towards PG&E.
Also, try downloading our residential and residential time-of-use schedules at http://www.pge.com/tariffs/electric.shtml" onclick="window.open(this.href);return false;. During peak times if you're into tier 4 or above (w/our joke baselines) for E-6 and E-9 can cost over 50 cents/kwh.
If one chooses EV-A or EV-B (E-9 I think is no longer available), there are no tiers, but one can see peak rates are 37+ cents/kwh. Look at the tabs in the XLS file to see the definitions of the various times.
When I was on E-1 that wasn't time-of-use, even when I stayed within tier 1, with tax and fees, it was ~13 cents/kwh on average.
I'm in area X of http://www.pge.com/myhome/customerservice/financialassistance/medicalbaseline/understand/" onclick="window.open(this.href);return false;, so a household would get these daily baselines. The first one is for households w/natural gas and the latter w/o.

I'm pretty sure it doesn't take into account charging losses. And, it will be off depending on what voltages you're charging at (e.g. higher charging loss at 120 volts).
