110v Charging Cord throws breaker

My portable, included-with-car, 110v charging cable throws any breaker I put it on (I tried three different locations, so it's not the electric source, it's the plug). Has anyone experienced this? Can it be fixed? My father in law is a retired EE I was thinking of sending it to him. He tinkers with all kinds of crap.

That's correct. The EVSE which comes with the car is covered for 60 months or 60,000 miles:
2011 Nissan LEAF Warranty Information said:
ELECTRIC VEHICLE (EV) SYSTEM COVERAGE
The EV System coverage period is 60 months or
60,000 miles, whichever come first.
This warranty covers any repairs needed to correct
defects in materials or workmanship.
EV System Coverage applies to components
listed below under the heading EV System, supplied
by Nissan, subject to the exclusions listed
under the heading WHAT IS NOT COVERED.
EV SYSTEM
Motor, Inverter unit, VCM, Reduction gear,
DC/DC converter, Onboard charger, Onboard
charger connector, and Trickle charge cable.
Rather than sending it to your FIL, I recommend that you take it in to your Nissan dealer first.
