Can you somehow mount and leave the level 1 charger outside? I don't have a garage

It's actually the "charge cable," with the charger being built into the car. They are fairly weather-resistant, but for long term outdoor use I suggest you make a watertight enclosure for the rectangular "brick" with the circuitry and connections inside. The unit also needs to be plugged in so that rain doesn't get into the plug.

Lots of Level 2 units are outdoor rated. They'll allow a much faster charge and better climate preconditioning.
But for the L1, you can buy weather proof boxes in the electrical section of Home Depot or online that it should fit into.
