Theft proof license plate?

I'm a little paranoid, since the rear plate on my Prius was stolen (side gripe...the way I found out was I had a ticket from the ever helpful Berkeley PD).

I'd like to find a way to fasten my Leaf plates so they can't easily be stolen. My first thought was to substitute machine screws and nuts for the sheet metal screws, but it looks like there is no way to have the back panel in place and get access to the aluminum bumper material here:

Has anybody figured out a solution to this?
 
Go to a hardware store and replace the standard philips head screws with Torx head or other less common fastener.
 
First of all, as long as there are criminals there will be no such thing as theft proof. You can order tamper resistant hardware from McMaster/Carr. But, be forewarned. The individual who wants your L plate worse than you will have no problem doing mucho damage to get it.
 
The only thing you can do is make it more difficult to remove, so the thief will move on so something easier.

You could use a square drive screw, or torx or one of the high security screws like the two hole (aka Snake eyes, http://tamperproof.com/categories/snake-eyes-spanner.html" onclick="window.open(this.href);return false;) one use in hospital wards. Or a one way screw (http://tamperproof.com/categories/one-way-slotted.html" onclick="window.open(this.href);return false;).

Or just fill the regular screw full of epoxy so a screw driver will not work.
