Never noticed but usually in "B" mode I get all FOUR green CHARGE Indication. Now in cold weather I am getting only 2 lights? Braking also seems less, mild. 2015 SV w/ less than 40K. My battery has 10 bars capacity.

Is this normal 🤔

In cold weather, yes. 🥶
 
Internal resistance of the battery is higher when the battery is cold, so less regeneration is allowed to avoid cell overvoltage. I first noticed it with my 2011 in December 2012 after dropping to 10 capacity bars. I noticed it with the 2015 in "winter" here in Phoenix after it dropped to 10 bars. In both cases, regeneration returned to normal when weather warmed up.
