Is it safe to charge with an ungrounded GFCI outlet?

I don't think it not safe. It's plenty safe inside that metal box. It's just that breaker panels have been around since the stone age, and there just isn't enough room in there. Plus every module in there needs it's own separate microprocessor. If you integrated all of it together, you could share a much more sophisticated system amongst several circuits. it's only 60 hz, when microprocessors make decisions a hundred million times faster than that, there's plenty of inputs to share processing power with. I picture a panel with replaceable modules with redundancy so that if it fails your lights still work, just a maintenance light comes on. A self test tells you which module is bad, you plug in a new one and your on your way.
