Hydro Ottawa (Ontario, Canada) has an "Electric Vehicle Charger Program" that will install a Canadian made, FLO Home X5 is a Level 2 charging station at a reduced cost. Details can be found here.

EDIT: I should have mentioned that the program is only available to Hydro Ottawa customers.

I have one (through this program) and it is a very solid unit. One important feature for those in northern climates (like Ottawa) is it is rated down to -40 degrees (both F and C). This includes the cable, which will remain flexible when it is frigid outside. Other cables become very stiff when the mercury drops thus become difficult to coil and uncoil.
