I tried to use the Blink at the Freddy's in Covington this afternoon.
Went through the whole card-read-unplug-replug thing three times.
The card read & processed ok.
The only thing I got was Not Charging.

I did not think to try the LEAF's timer override button until I was on
my way home.

I didn't actually need to charge; I just wanted to try it out.

Was your Leaf timer on? Did you get blinking blue lights on the dash?

The timer is set to stop at 11AM and start at 11:10AM, so it "should" have been
ready to charge. It starts charging immediately when I plug in the AV unit at home.

No lights, no beeps. :(

Then the Blink was definitely malfunctioning. That has happened to several down here in SD as well--one in Balboa Park has refused to charge for my wife several times, and there were problems with the ones installed at the CCSE as well when they first went in. One of the units would respond and charge only if you plugged in first and then tapped the card on the screen, while the others would read your card first and then you could plug in and start charging (or maybe it was the other way around--I don't remember now). Try both sequences when you go next time, and be sure to report the problem to Blink support as well so they can try to get it fixed.
