Georgia tax credit removed - still claim rollover amount?

Hi All,
I leased my leaf in October 2014 and just found out that GA removed the $5000 tax credit in June 2015. I only used part of the credit last year when filing taxes and was going to use the remainder in the next tax filing.
Is that no longer possible because the credit has been pulled completely or is the credit only removed for people buying/leasing since June 30th and my remainder is still valid?

My understanding is that the credit was removed for buyers after a certain date. I certainly will be claiming my rollover credit in January.

Just as an aside, you can't actually roll over with the Federal one. State sounds like it's ok, at least in GA.

It's one of the biggest drawbacks on the Fed side, you have to make some amount over $65k a year to be able to claim the full $7,500, and you cancel out any other deductions you might have normally gotten unless you make significantly more than $65k.
