It sounds like a Frankenplug promotion tool without Nissan:

I am a member of one of the PEVC working subgroups related to PEV Ownership incentives...The PEVC has been in existence since 2011 (about a year before the UT story date of July 2012).

At the meetings I've attended, there has been a wide range of industry/utility/OEM participation. It seems that most of the major players are involved.....
