I would assume pre-'97 because that's the first year the OBD-II system was in place to determine if emissions systems are working --- interesting that they believe this would only impact about 10% of current cars that travel into the city ... no question smog is a big issue there.

Also, saw Elon's tweet about Norway banning any new ICE car sales by 2025; seems aggressive but with a relatively small population perhaps more doable -- it will probably be a combination of proposals like these that will be most effective; once the more affordable and longer range EV's become main stream may see quicker adoption rates regardless of government intervention
