The article title is misleading, it's not the charger that's new, it's the wireless communication that allows the user to be billed for the electricity while using a normal receptacle. This appears to have the potential of radically decreasing the cost of EVSEs that the public can use, without letting them freeload, as installation costs for payment would appear to be much lower. It's brilliant, read the article and watch the video.
