Well looks like I'm SOL with this one. I finally got a rep at Nissan Canada who looked into it for me. Because it was not considered a safety recall to upgrade the 2G to 3G no systems would display it as needed and my car was coming up as all recalls were completed.

He told me the bad news is it would be a $3500 cost on me. No co-pay. I told him other people in Canada stated it was free. He said for my location Markham Ontario Canada it is not covered at all by Nissan.

Would have been nice to have but the car drives well so I cannot complain. Just seems to eat battery though. But that's for another day.

Who doesn't want to try it? That quote is from a Nissan Canada rep. The service tech at the dealership had no idea what I was talking about I couldn't even get a quote from them.
 
You need to persist if you really want the TCU upgrade. In my brief experience with trying to get my 2013 upgraded for $199, I had to inquire with several dealerships before finding a knowledgeable one.

Apparently Nissan Canada doesn't want to try it. The upgrades documented here haven't always (or even usually) gone smoothly.
