Normally Arizona is very expensive in renewing license plates..I was projecting a $550 bill for a 2 year plate.. I received a 5 year plate for $51.00

Check your "Fuel Type".
Maybe your LEAF is not Registered as "Electric" fuel?

Non AFVs are expensive. AFVs are very cheap. Registration is based on percentage of the car's value but AFVs only get charged a percentage of the percentage. I paid $20 the first year, then renewed for two more for $35 I think. As opposed to my 2001 Jeep which is $80 or $90 a year IIRC.. Apparently the OP didn't know AFVs get the discount.

Hmmm, then why did I get a two year plate?

If you bought your LEAF, you can get a five-year sticker, but if you leased, two years is the max. The five-year sticker is new because when I owned my GX, I could only get two years and paid about $23 total.
My wife's 2011 RAV 4 sticker cost for one year is around $250 and less than $500 for two years.
