Currently Sacramento has an EV parking pass program where we get to use specific garages, that have EVSE, for free. It is a very nice bonus for us since we like to shop and dine in some of the areas around the parking garages.

Question: What will happen to this program if Sacramento follows through with their plan to keep the Kings? Part of that plan is to turn over parking to private businesses, who are going to charge whatever they can for downtown parking, and then the city will get a fixed income from the businesses running the parking. Are we going to loose our passes? I've not seen any details about the parking divestment plans for the city.
 
As a daily user, I was very much wondering/worrying the same thing. However, after reading about the new DT arena deal it felt a bit more comforting that the city will keep parking albeit a nonprofit corp (vs going fully private a la Chicago). At least that's the way I read it. May also depend on certain lots. Not saying it going to happen but I wouldn't be surprised to see downtown plaza lot being turned over to Burkle as part of the deal. But who knows what will happen, until it happens...

Can you explain how charging at the city garages work.
I just took delivery of a 2013 Leaf SV yesterday.
I just tried to charge at the 14th and H garage, and it's asking
me to scan a card. I thought I could just park and charge for free.
Thanks.
 
You need to apply for a City of Sacramento EV parking pass.

and then the chargers are ChargePoint network chargers that are "no fee", but you do need to have a card to charge.
