Is -1F too cold to charge at L2 with no battery heater? This is where his problems begin. Above this temp the car will charge as normal from all methods.

It really depends on the pack temp, but that should be at least 10F, and that shouldn't be a problem.

AFAIK -25C or -13F is the limit when battery will not work at all (nor charge), nor will be able to activate heaters.
Heaters will switch on and off on their own. Down to battery being at low state of charge. Or indefinitely if vehicle
is plugged in. If you see at least one temperature bar then problem is not the heat.

It is possible that one specific EVSE model will not function at whatever temperatures. Try another one.

But that dealer story is just mad and funny

PS! Heat pump does not operate at 0F. Expect that. This is normal. PTC heater will work and you will get heat.

If that is the case then preheating while plugged in should generate no heat in whatever weather.
Heat pump is not used if plugged in (depends on settings, can be modified if requested from dealer).
If outside fans are active then heatpump/AC compressor is too. If not then not.
