Just to make sure that you understand, the federal incentive is a tax credit, not a rebate. This tax credit is applied against your Federal tax liability, so the most you can get back from the credit is your total Federal tax liability.
For example, if your Federal tax liability is $7500 or higher, then you'll get back the entire $7500 on your next Tax Return (which is the maximum amount of the credit for the LEAF). If your Federal tax bill is only $3400, then that's all you'll be eligible to get back....And it doesn't carry over to the next year...
The credit is good for each EV manufacturer until they sell 200,000 cars and then it begins to phase out (separately for each manufacturer).
As someone else pointed out, the federal benefit is a tax credit, not a rebate, and you only get it if you buy the car and the amount depends on your federal tax liability the year you buy the car.
