On the last day for making amendments to the 2016-17 budget and other bills, the "Clean Vehicle Rebate Program", or CVRP, received new funding to begin sending out rebates again. They had run out of cash and started putting people on a waiting list about three months ago (June 10th, 2016).

$368 million to the Air Resources Board, which manages most of the state’s carbon-reduction programs. The funding includes $133 million funding for hybrid and zero-emission vehicle rebates from the state -- which had been suspended -- $150 million to decrease emission from heavy-duty vehicles and off-road equipment, and $80 million to help drivers retire heavily-polluting cars and trucks, which is especially targeted to low-income communities.

$133,000,000 would provide 53,200 rebates of $2,500 (by far the most common). Alas, the waiting list is probably 15,000 or more, and if CA buys half of the 116,000 EVs that were sold in the US last year, they may very well run out again! :(

As of this writing, the CVRP website (https://cleanvehiclerebate.org/eng has not been updated with the news.
