Hall effect is a DC phenomenon. If a Hall effect sensor is going to have a speed-related problem, it'd occur at high speeds, not low ones, unless there's some other high-pass characteristic in the rest of the sensor circuitry.

Problem is that sensor is not capable to have a pulse if magnetic strip is rotating slowly. But we will not know that anyway withou tools.
