2013 Low-friction brakes: Bolt-on upgrade to 2011/2012?

that is the EPA's interpretation of Nissan's improvement, not Nissan's and that might be splitting hairs but I consider it to be a significant difference.

the EPA did a pretty piss poor job of evaluating the 2011's LEAF's range and I feel that the quality of the evaluation for the 2013 is the same
