I am not sure when the last state will be allowed to place reservations, but in Missouri Nissan has said it will be as early as March 16th. I assume all the remaining 21 states will be allowed by the end of March like Nissan has said.
According to Jocelyn Cash at Nissan we are not quite at the point where everyone can order a LEAF.

I don't think Nissan can admit to having a 6.6kw charger on the 2013. Anyone ordering in the near term might orphan their car to get a 2013 and sales of 2012 might suffer.

I see rental fleets will get the LEAF before the early hand raisers in non-rollout states. They are saying that Enterprise will start getting the LEAF in January of 2011. Meanwhile I got the "you can order in Fall/Winter of 2011 almost a year after the car is in the rental fleets.

Anyone a little dissappointed that Nissan will be putting the LEAF in the rental fleets in January 2011 while some of us non rollout states will not be able to even order until the Fall/Winter of 2011.
To be honest I don't worry about the blind people. It is the kids in the subdivision. The blind in my area do cross at the right spots and cross when they are supposed to.
