The 2014 Edition of the National Electrical Code is out. Article 625 covers electric vehicle charging equipment.

Bob: I believe it is a copyright violation to excerpt that length of text from the current NEC (may be OK for older editions, however). I know the NFPA depend on its sales of current code media to help support their continuing code development efforts.

Note that Article 625.44 "EVSE Connection" is new. Two observations:
1) For any cord-and-plug connected EVSE (120v or 240v) it seems to require that the connection be "nonlocking", presumably because they are concerned that the connection may be subject to an unintended strong separation force which could lead to destruction of the receptacle and/or plug if it is of the locking type like the not uncommon NEMA L6-20 or NEMA L6-30 (aka "twist-lock") connectors and possible exposure of electrically live wires. BTW one of the original reasons for twist-lock connectors is to provide a reliable connection when there is vibration, such as at a generator connection, but otherwise this vibration is of course not normally present at receptacles.
2) For other than 120v, 15a or 20a, they want the EVSE to some degree be "fastened in place", presumably to also additionally protect the receptacle/plug connection from a pulling force on the charging cable and rely on the 625.19 "Auto De-Energization of Cable" to prevent user exposure to accidentally exposed live wires.
