Another approach you may want to explore is a separate EV service with its own meter. Utilities allow it and usually EV electricity rates are lower than domestic. You will need to split the service at the entrance to this second meter which may be difficult to impossible to do plus this will need to be coordinated with your utility. I suspect this is not a very promising option in your situation but you need to know it exists.

Thanks, will update after tomorrow. Hopefully the installer can do what he needs to do without too much trouble. :D

Bought my 2013 leaf in 2016, still going strong, range still 75 miles, getting 4.3 mi/kwh routinely.

I live in West Adams, and when I drive north to, say, Northridge, sometimes
I do a fast charge on the way back just in case. But very seldom do I
actually need anything but my overnight 110v charge.

I so don't miss going to the gas station :)

I'm looking for other Leaf owners near downtown LA, or Miracle Mile,
to do a flash mob of EV drivers at local grocery stores.
I figure if grocery stores start see ten EVs together in their
lot, they'll start thinking more seriously about installing chargers.

Anyone interested?
