Yes, that's an icicle hanging from it.
 
Some people have used clear plastic boxes - either ones designed for electrical connections or regular cargo boxes with tight lids and a cutout added - to protect their EVSE. This is an especially good idea for the portable ones.

You could also use a cloth cover like this:
