Form an LLC or nonprofit to buy/own the designated ICE. Split the cost of ownership (insurance, title and registration) with your small group of users. One ICE (instead of 2-4) sits around until someone amongst your group needs to use it.
Thanks for the interesting idea Phoenix. I just today decided to sell my gasoline car (an old paid-off Ford Escort that worked fine), and did it within a few hours. What tipped the scale for me was calling around and I realized that there are somewhat affordable deals to rent from Enterprise for the weekends, along the pathway of my travel. It's still not an ideal solution (for example, I will need to arrange for shaded parking for my Leaf, and I will need to comform to the hours of the agencies), but I think it just added up for me (various reasons, pro and con).
To answer your question - So far I've been pretty much the only highway-capable BEV owner in this county, to my knowledge. You can get an idea of things by taking a look at the location of my garage on plugshare.com in zip code 85648.
