In case you havn't read the thread about today's event in Balboa Park, Ecotality reps stated that the RFID cards for the public Blink EVSEs will be in the mail by next week. They handed out cards at the event and I actually used one a few hours later to get a free charge. Public Blink EVSEs will be free until the end of the year.

Here is the thread:

What happens after the end of the year, they actually install a few more?

What will they cost to use?
  • There are now 10 operational public EVSEs in Balboa Park.
  • At the end of the year, you'll need to supply credit card info to activate the RFID card.
  • Pricing has not yet been set.
  • It won't be a prepaid minimum charge like Chargepoint. It will be like iTunes: pay as you go.
  • They may give a frequent user discount or some other incentive.
  • They plan to add a reservation system
