Clearly the Porsche doesn't belong there. But what about the Tesla? Sure it's an EV, but I don't see that it's charging. So should an EV driver of any stripe take an EV only spot if all he needs to do is park? This is one thing that AB475 may actually help with. And, even if you are charging, should one vacate an EV spot (alternative parking and the ability to return to your vehicle permitting) once you're done charging? I say yes.

Never enough charging stations, but some may plug just to use parking space. How to enforce pluged but not charging always can say just finished charging

Yes just as I said in the AB475 thread. These spaces should be utilized for charging not preferred parking. When fully charged the car should be moved as a courtesy if reasonably possible but not cited ot towed.

Good luck enforcing that. The EVSE needs to have a countdown timer up that shows how long its' been since charging started. Perhaps give them a 1 hour buffer. But in some situations (shopping malls) you'll still have people using these as reserved parking instead of charging stations they need to use.

heck, at least the Porsche has no connection to Nissan. one day in walnut creek an infiniti with dealer plates was parked in the EV charging parking spot...
