Clip in passenger side footwell?

It was probably for a 12V power cable to some aftermarket device like a cellular phone charger. There was no OEM cable clip in that location on my 2011, but I have added some self-adhesive cable clips to secure secure cables for add-on electronics in mine.
 
Thanks GerryAZ, it looks like it was there from factory and designed to hold something about an inch and a half in diameter, maybe for traffic safety equipment?
 
Yeah they're very common on JDM cars - not just Nissans. They're for safety flares; a requirement in Japan I believe. I ripped them out of both of mine to stop catching ankles with them.
