Hello

I just had my electrician install a 240 volt outlet in my garage. I bought this plug on Amazon which promises 16 Amps

Megear Level 1-2 EV Charger(100-240V,16A) Portable EVSE Home Electric Vehicle Charging Station(NEMA6-20 with Adapter for NEMA5-15) https://www.amazon.com/dp/B075GJK2S9/ref=cm_sw_r_apan_glt_fabc_230V3HC2WC1XX9S4N19P?_encoding=UTF8&psc=1

But I'm only getting 3 kw according to the car. Am I doing something wrong? I'd like to charge with 6 amps.

16 amps at 240v = 3.84 kw, so 3kw is not that far off. The charger has losses of 10-15%

Did you mean "I'd like to charge with 6 kW"? If so, you need a 30A EVSE (on a 40A 240V circuit). Or a 32A EVSE, but the LEAF will max out at 27.5A either way.

Do you live in a single family home? Those are usually fed with 240/120v. But if you live in a multi-family home such as a condo or apartment, those are usually fed at 208/120v. That could account for a slightly reduced power level...

You have a 2013 Leaf S, correct? If you don't have the quick charge package, then you have a 3.3 kw charger in the car, and that is the limit for you.
He has the charge package on his S trim AFAIK per https://www.mynissanleaf.com/viewtopic.php?f=6&t=32378&p=607449#p607449.

And yeah, if voltage is only 208 volts (common for commercial power): 208 volts * 16 amps = 3,328 watts = 3.328 kW
