I don't see how they could possibly open and make repairs on equipment that is owned and operated by someone else. I think the best they could do is check the operation, provide accurate descriptions of the malfunction to whomever is responsible for repairs, and follow up.
I agree. They will, IMO, find and report stations that are down or glitchy, and the networks will either fix them, or not.
