"According to the plan, the number of all-electric vehicles in Beijing is expected to reach 100,000 units by 2015, and most of them will be passenger vehicles. The all-electric vehicles are the focus of the planning, but the other new energy vehicles like plug-in hybrids will also be supported. Notably, consumers of all-electric vehicles will be given a subsidy of 120,000 yuan, and favorable policies including no lottery drawing, no traffic limits, and no taxation."
Note: 120k Yuan is $18k.. but the important part is the "no lottery drawing" to get the car registered.
