Not sure I would call it a "city" car, the Think is a city car. The Leaf was designed to please many groups and by no means will it be an easy car to park in a "city" like SF, NY, etc. It's more of a close suburb and large city car.
There is a new apartment complex being built in Tucson that is having several Charge Point chargers installed in their parking lot. I'm not sure what the charge, if any, will be for the renter.
Parking your EV at a condo or apartment requires a dedicated parking spot for your charging, not just a "chance" at perhaps, maybe, hopefully charging overnight.
There are laws on the books that prohibit HOAs from condo-dwellers from denying requests for EV charging
