    Arnold, I seemed to remember an EVSE that mounted overhead with a built in retractable cord... it may have been a prototype... I can't find it now... but it's a good idea.. Gas pumps have retractable tethers on their fuel hoses. A simple cord , pulley/s and weight system could work... limited...

    Is 2,500 a good estimate to install a second PG&E meter?

    V, If you are just trying to isolate your Leaf's e-use, why get PG&E involved... With all the "Smart" meters being installed, there are plenty of perfectly good analog meters being trashed.. I even have an old one in my garage somewhere. My understanding is PG&E won't even set a second meter...
