Yes the 1% on top of the rest for everything else. There have been a few solar and battery deals going but it does seem like things need to accelerate at some point.

Don't forget California has 30 years before the full effect is in play. That is 1% increase per year from today. (insert big yawn here)

Forget Carwings. Use https://www.plugshare.com/ on your phone.

Otherwise you need to look at a replacement battery or replacing the car.

Yes many of us lost a ton of $$$ on the early LEAFs. Turned out to be a poor economic choice. Great ride, poor battery.
