After reading what you have tried, the stain probably is not water- soluble, so I would try a solvent instead.
Try mineral spirits applied with a micro- fiber cloth. Work in with 0000 steel wool if needed. Test on a small area first to see if it will work. Do not let it contact the paint.

I'm thinking it may be a poor connection in the house's main wiring. I would have an electrician check connections starting at the meter, then where the wiring comes into the main breaker panel. Also sub-panel main connections as well if one is used to feed the car charging circuit.

Perhaps the original owner did not set up the CARWINGS account right away. Probably got done after the first 4K miles had been driven. I drove about 300 or so miles before I set up my CARWINGS subscription and I can see the different totals as well.

The factory trickle EVSE will only draw 12 amps max @ 120 volt as far as I know. A transformer will not help and I wouldn't even mess with one.
Since you have a 240 volt dryer circuit in you garage, think about doing what I did- send your EVSE to evseupgrade.com and they will upgrade it to run...
