I know it's not the cable as it's an apple cable and as I mentioned before, it worked perfect for a week in the rental car. If you're not having an issue, then it may be a hardware problem with my car.

I have the new leaf and I can confirm, there is regen outside of using the E-Pedal. But, I find the E-Pedal to be the best way to drive, so I use that mode exclusively now.
Also, the "Eco" mode works the same as on the old Leaf.
