The last one you mention is at the Mohawk Valley Welcome Center. It's only a year old (or so). I'm not sure why they put it there. It's 1/3 of the way from Albany to Syracuse (150 miles), but there's currently no further DCFC west of it. And it's in a service area off the west bound Thruway at a non-exit, so you can even use it when traveling eastbound.
One of the pictures on PlugShare shows a Tesla charging (using the CHAdeMO adapter). I'm not sure why the driver bothered; there is really good SC coverage in that area and he could charge far faster at Utica or Albany.
