Charging spaces

Is there any recourse when an ev is plugged into a charger that has timed out hours ago and whoever owns the car just lets it occupy that spot for 4 hours or more? Are there any laws in new york for example to address this? It's annoying!!! I left a message written on a napkin in pen and left it under their windshield wiper because it is the second time I've seen the same vehicle do this. They treat it as their own personal parking spot for the day and I've had it. What can be done??!?!

Many EV spaces have time limits on signage. If there is nothing like that, you are SOL unless you can persuade them to stop being hogs.
