There's a map showing each state's PEVs/thousand population. California has 6.65, followed by Hawaii, Washington, Oregon, Vermont and Georgia (2.18). Everyone else is below 2.0, with Mississippi bringing up the rear at 0.21, no surprise given it's also last in per capita income.
