Scenario 1: Is it possible to continue to get charge till 100% but prior to estimated full I turn on the AC remotely?

Scenario 2: And if I turn on the AC will it drain my charged traction battery ? Or will it know that I'm plugged in and use the energy to power the AC ?

In either scenario will use the line power to run the a/c. If L2 charging has completed and still connected, the EVSE will restart. If disconnected, a/c will run off the batteries and reduce range/charge.
 
1: yes.

2: It depends on the energy required to cool the car. The energy comes from the battery. If the input power is greater than the AC consumption then you'll continue to charge; albeit more slowly. Are you referring to cooling? AC can mean heating or cooling. Heating is generally is more energy-hungry than cooling.
