Understanding the fuel gauge

On the fuel gauge, there are two sets of bars. The bars on the right are little white or red bars and the bars on the left are large white and blue bars. It would appear that the white and blue bars are the state of charge. The smaller white and red bars on the far right appear to be reference only. However, after reading some of the postings I was under the impression there should be a total of 12 bars. On a leaf that we are looking at there are only 11 of what I would call the reference bars. Is there something here that I missing?
 
The bars on the right are the battery health capacity. If there is 1 bar missing, that means the pack is <~85% original capacity.
 
Thanks mctom! Btw, I saw in a photo that the capacity bars had a line encircling them. On the cars I've seen that line is gone. Does it go away?
