Out-of-State AFV tags on California highways

I may be in Cali for an extended period of time and want to have my leaf with me. Will I be able to use the highways there with my out of state AFV tag? Or will I need to get those Clean Air stickers? Can I get clean air stickers with out of state tags?

Maybe you could decode this into something everybody will understand.

AFV = Armed Forces Vehicle, Alternate Fuel Vehicle?
Cali = California, Cali the city?

"Clean air stickers" in California are only needed for High Occupancy Vehicle (HOV) lanes on the freeways. They are not required, nor would they be issued to non-California registered vehicles.
 
So, would my home state's clean fuel tag (which gets me onto HOV here) also work in California?
