Chances to receive CA EV rebate

I am considering leasing a Leaf in California before the end of this month. I read-up on the CA EV rebate program, but I am wondering what my chances are to receive this rebate.

* Legislature is considering enacting an income gap, which I will likely be above

Much was discussed just before the new funding for the new fiscal year and basically nothing was changed.
Get the car and you will get the rebate even if a bit delayed due to funding.
