I did a search on this Leaf forum on this topic

on 6/9/2014, and yesterday on that thread with an explanation.
IMO: there is nothing stopping an unofficial bc2bc from happening. EV drivers could coordinate their efforts to share public Level-3 and 2 EVSE, and document their EVgrin for all to enjoy. Their individual efforts would not require EVmaker support or sponsors, and sounds like a whole-lotta-fun!
