YES, it really goes to 25 amps in one amp increments.

Is this a custom made unit?

Because the standard EVSE Upgrade lists these outputs:

programmable from 6 to 12/16 amps on 100-167 volts*
programmable from 6 to 16 amps on 168-250 volts

16 Amps Maximum, even though mine I'm pretty sure goes to 20.
(while it is charging it flashes 20 times, pauses and then repeats.)

I would be interested if it does go to 25 Amps.

The 2013 was the first year for the new skinny type Panasonic unit. EVSEupgrade modified it to work at 20 amps, and the 20 blink sequence of the Ready light indicates it is set for the full 20a. It can me set to a lower amperage, and the blink would indicated that value.
 
I would be willing to bet that it does indeed charge to 25A. It is one of the units that Phil from EVSE upgrade makes.
 
The problem I have is that on the EVSEupgrade website the 25A units only charge to 20A in the USA.

‡International orders can support up to 25A (local system dependent), US units up to 20A.

Mine that I have in my Trunk goes to 20Amp, Don't need a second one. But if it really charges to 25 I'll be interested.

2012-2014 RAV4 EV, Mercedes B-Class ED, and early Tesla Model S will only charge at 20 amps on 120 volts maximum (regardless of what the EVSE sends over the pilot signal).

The later Tesla Model S will charge at 24 amps.

The LEAF is capable of 27.5 amps on 120 or 240 volts.
 
The "needing to be set above 20 amps" for the Rav has to do with getting the charge timer to function better when on a 240V line (as discussed in the thread TimLee linked to.) Immediate charging will work at any setting.
 
I have Nissan Leaf ( board 6.6 kW) and I charge with R-EVC charging cable - I can set 6-32A according to circuit breaker, so 25 is not problem.. you can look at their website, maybe you will find what you need : http://r-evc.com/cs/content/35-type-1-32-amp?live_configurator_token=6539b210e131768d2ee3b5e6a5a1f2e4&id_shop=1&id_employee=1&theme=&theme_font=
