We leased a new 2017 Leaf with a 30Kw battery 9 months ago. The car has less than 9,000 miles and we already lost one cell. Our last Leaf didn't lose a cell until around 25,000 miles. It doesn't do any good to get the extra range battery if the thing is failing within the first 10,000 miles. What is the procedure on this?
 
If by "cell" you mean "capacity bar on the dash display" then this is turning out to be the norm for 30kwh packs in warm climates. It's very unfortunate, but unless an actual cell has gone bad, it won't be replaced under warranty.

The procedure is to keep driving, and be happy you did not buy it.

The car battery is not failing, it is aging (rapidly.) That distinction is all the difference when it comes to questions of warranty.
